What can I do to control my dog's bladder?

Ok.. so my dog is a year old, he was recently neutered. He has a bladder control problem. Its not just when he gets excited. If he is misbehaving and you catch him, he pees. If you yell at him, he pees, if you touch him, he pees. And even if he's not misbehaving and he just thinks he is in trouble, he pees. Its driving me CRAZY! Any suggestions on how to help calm his over active bladder? (Just in case there is any confusion, No, we do not hit our dog, we don't kick him, we don't smack him. We yell to get his attention if necissary and I know this sounds weird, but our dogs have their own room and we punish them by making them "go to their room" for a short period of time.)
