If you want to kill two birds with one stone try reading self-confidence books - this will tackle the shyness, and then you'll have the bottle to flirt with her. By the sounds of it, she just thinks that your not interested in her - i know if i was flirting with a guy and he didn't respond, i would start to back-off. Oh and the hair playin thingy, means that she wants you to notice her ;)
