Cyber attack on wireless network?

I don't know the answer for the first one but for the second I can answer a little. You can get a good idea of where someone is by triangulating the signal from cell towers. This will not be as good as GPS but should be accurate to about a block. I don't think that it is possible for someone malicious to pinpoint where someone else is. I think this is something that only the phone company can do.
